This Porsche GCC conversion gave a European-spec 2018 Panamera Turbo S E-Hybrid Sport Turismo full UAE and Gulf navigation plus Arabic language — on its original PCM 4.0 unit, with no hardware replaced. The car arrived in Dubai with a 2017/2018 Europe-only map, so the navigation screen showed nothing useful on local roads.
At Weiss Auto Concept, we replaced the Europe map with the latest Rest of World (ROW 2026) navigation database and activated Arabic as a system language. Here is exactly what we found, what we changed, and what the car can do now.
The Vehicle: 2018 Porsche Panamera Turbo S E-Hybrid Sport Turismo
The car is a second-generation, pre-facelift Porsche Panamera (971 platform) imported from Europe. It uses Porsche Communication Management 4.0 (PCM 4.0), built on the Harman MHI2 platform.
| Item | Detail |
| Model | Porsche Panamera Turbo S E-Hybrid Sport Turismo |
| Model year | 2018 |
| Platform | 971 |
| Infotainment | PCM 4.0 (Harman MHI2) |
| Software version | MHI2_ER_POG24_P4191 |
| Hardware version | 054 |
| Original region | Europe |
| Navigation before | ECE 2017/2018 (Europe only) |
The Problem: A European Porsche With No Map of the UAE
A European-spec Porsche imported to the UAE keeps its European navigation database, so the PCM 4.0 screen cannot show Dubai roads, search local addresses, or route anywhere in the GCC. In this Panamera, the installed map was ECE 2017/2018 — Europe only.
A standard map update does not solve it. When we loaded a Rest of World (ROW) navigation release, the PCM rejected it with a region conflict: the main unit is registered as Europe, while the new map is ROW. Porsche locks the navigation database to the region the car was built for.
The system language list was limited in the same way. Arabic, a standard option on GCC-spec Porsches, was not available on this European unit.
Before: Europe Map and Region Lock

The Solution: Porsche GCC Conversion on the Original PCM 4.0
We converted the navigation and language region at software level, keeping the factory PCM 4.0 unit, screen and wiring exactly as Porsche built them. No retrofit box, no Android screen, no cut wires.
Working through the PCM engineering menu, we cleared the region restriction that blocked the update, installed the latest Rest of World navigation database (ROW 2026) in four packages, and activated Arabic as a system language. Every control module was then re-scanned with ODIS Engineering.
| item | before | after |
| Navigation database | ECE 2017/2018 | ROW 2026 (V03959817KK 0433) |
| Map coverage | Europe only | UAE, GCC and Middle East |
| System language | No Arabic | English and Arabic |
| Map update | Rejected (region conflict) | Installed successfully |
| Main unit | PCM 4.0 (MHI2), Europe | Same unit, no hardware replaced |
After: ROW 2026 Map and Arabic Language

Inside the Process: Step by Step
The full conversion was completed on the original PCM 4.0 unit, in six steps.
- Diagnosis with ODIS Engineering — confirmed PCM 4.0 (MHI2), Europe region, and the ECE 2017/2018 navigation database.
- Engineering menu access — on the 971 Panamera, the menu does not open with a screen touch. It opens by holding the PCM rotary knob together with SOURCE (green engineering menu) or MEDIA (red engineering menu).
- Region check — the ROW map was rejected with a region conflict, confirming the Europe region lock on the main unit.
- Region restriction cleared at software level, with the factory hardware left untouched.
- ROW 2026 navigation database installed through Software download, in four packages, followed by Arabic language activation.
- Final verification — version information checked on the PCM and all control modules re-scanned with ODIS.
The Result
The Panamera now works in the UAE exactly like a GCC-spec Porsche, on its original factory system.
- ✓ Full UAE and GCC navigation — Dubai streets, addresses and points of interest
- ✓ Latest Rest of World map database (ROW 2026)
- ✓ Arabic available as a system language alongside English
- ✓ Original PCM 4.0 unit, screen and controls — no hardware replaced
Why Software-Level GCC Conversion Matters
Many imported cars in the UAE are “fixed” with an aftermarket Android screen or a replacement head unit. A software-level GCC conversion keeps the original Porsche system instead, with its factory interface, controls and integration exactly as designed.
The region lock is built into the PCM itself, so the conversion needs engineering-level knowledge of the MHI2 platform. A wrong data package or an interrupted update can leave the unit unusable, which is why this work should only be done by specialists.
Each PCM generation needs a different approach. This Panamera runs PCM 4.0 (MHI2), while newer Porsches use PCM 5.0 (MH2p) — see our full-screen CarPlay on PCM 5.0 project on a 2019 Macan S.

Frequently Asked Questions
Can a European Porsche get UAE navigation?
Yes. A European Porsche can receive full UAE and GCC navigation through a software-level GCC conversion on its original PCM unit. On this 2018 Panamera with PCM 4.0, we replaced the ECE 2017/2018 Europe map with the ROW 2026 database, with no hardware changes.
Why does a normal map update fail on a European Porsche?
Because the PCM is region-locked. A European main unit rejects a Rest of World (ROW) map with a region conflict error, so the region restriction must be cleared at software level before the new navigation database can be installed.
Can Arabic be added to a European Porsche PCM?
Yes. Arabic can be activated as a system language on a European PCM 4.0 unit as part of a GCC conversion. After the conversion, this Panamera offers both English and Arabic in its language menu.
Does a Porsche GCC conversion require a new screen or PCM unit?
No. The conversion is done entirely in software on the factory PCM. The original screen, controls and wiring stay exactly as Porsche built them.
How do I know if my Porsche has PCM 4.0 or PCM 5.0?
Open SET, then Software update, then Version information. A software version starting with MHI2 means PCM 4.0; a version starting with MH2p means PCM 5.0. Send a photo of this screen on WhatsApp and we will confirm what your car supports.
